Launched in 2013 as a project of Centurion Science & Technology Entrepreneurship Facilitation Centre, an independent Section 25 (Not for Profit) Company set up in Odisha by Centurion University of Technology and Management (CUTM), UMBC is an innovative and direct response to poverty alleviation.  UMBC focuses on building livelihood opportunities that are aligned with community needs and built upon community strengths. Therefore we facilitate skill development opportunities and provide support to empower participants to be self-employable, build entrepreneurship capacity or access to sustainable skilled employment.

UMBC is located on the peripheral of Kargil Basti, one of the largest slums in Bhubaneswar, India. We have built the centre on the outcomes of meaningful dialogue with our community. Constructed on what was previously an open defecation zone, the UMBC has made strides in the Kargil community, and is developing to become a viable model for existing and new centres. UMBC envisages the construction of further centres, and an increased participation of the urban poor, particularly women and other disadvantaged sections.  Among many other acknowledgements, UMBC is recognized by the 
National Skill Development Agency (NSDA), Govt. of India as one of the 5 most promising models for urban poor skill and livelihoods development in India.

This project has been approved and recognised as “Livelihood Business Incubator” by ASPIRE (A Scheme for Promotion of Innovation, Rural industry and Entrepreneurship), Government of India.  Additionally this is the only project for Urban Slum Development – that finds place in the official website of Govt. of India, Ministry of Corporate Affairs to receive Corporate Social Responsibility funds. 

UMBC has been approved as 
A Testing Centre for Direct Candidate Assessment (DCA) under Skill Development Initiative Scheme (SDIS) based on Modular Employable Skills (MES) approved by Director General of Training, Ministry of Skill Development & Entrepreneurship, Govt of India & Directorate of Technical Education & Training, Govt of Odisha. Therefore we provide our community access to a number of certified programs. 

The land upon which the UMBC is positioned belongs to the General Administration Dept. (Govt. of Odisha). It was handed to the Bhubaneswar Municipal Corporation (BMC) under permissive possession, who in turn handed it to Centurion University for the sole purpose of UMBC. The aforementioned Section 25 Company is a special purpose vehicle for the public-private partnership between Centurion University, the Housing & Urban Development Department (Government of Odisha) and Bhubaneswar Municipal Corporation (BMC).
